Do I need an album to start a funnel, or start with singles?

Major question: Should we have a complete album out in order to start this funnel? I'm debating whether I should first build an audience with mini music clips and then advertise an album? or release a single - and build up to an album? should i release songs as i write and produce them? what do you recommend?
